I AM NOT COMPLETELY SURE SO THIS IS OFF THE TOP OF MY HEAD. WHEN YOU ARE GIVEN A BIRTH CERTIFICATE YOU ARE REGISTERED WITH THE SOCIAL SECURITY ADMINISTRATION. THEY ARE THE AGENCY THAT ISSUES YOU THE NUMBERS.
from the social security administration, when u prove u are legal by birth or legal immigration status they issue one to you.
