The situation is a child has a cell phone for emergency calls only, but is not to use it to call any other numbers. If you have a family plan and the child's phone is hosted or shared under the primary phone account, you should be able to log onto your phone account online an block or allow whatever numbers you want.

Do you have AT%26amp;T? If you do, your can get Smart Limits. This add on service lets you block people from calling you and texting you. Call customer care to get the service.
Do you have T-mobile? If so, call customer care %26amp; ask to sign up for the extra feature that lets you block text messages %26amp; phone calls for a specific phone number.
Some phones have an option called a rejection list. It would be under call settings if you have this option. You would simply add the number to the rejection list and the call wouldn't go through. Actually the caller just goes straight to voice mail.
If you do not have the rejection list, then assign a silent ringtone to the person. That way the person calls, you won't hear them calling. You can just ignore the call.
Maybe try this...text the person saying ';Your messages have been blocked by (state your own number). Message 303.'; The person will think you blocked their text messages. If they text again, reply with the same message.
You also change your number if you wish to go that far. You also tell the person that every call and text is now being forward to the police. That should hopefully scare them and then they would stop!
